The CBU Developing an Affordable Housing Project microcredential validates an earner's understanding of the stages of pre-development planning, and has demonstrated competency in completing a need and demand assessment, financial budgeting, and site and design selection. Participants engaged in an online learning experience that incorporated weekly presentations, discussion, and group work, requiring financial modelling, research, and developing a project plan. Earners of this microcredential have demonstrated: 1. Understanding of the stages of affordable housing pre-planning and development. 2. Completion of a Need and Demand Assessment for a community housing project. 3. Projection of capital costs and a pro-forma operating budget for an affordable housing development. 4. Ability to assess the feasibility of an affordable housing project.

Criteria

Earners of the Developing an Affordable Housing Project microcredential have participated in 14 hours of synchronous online training with an experienced community and cooperative housing professional, as well as completed weekly take-home activities requiring the application and assessment of course concepts and tasks. Earners have completed a summative assessment of the stated learning objectives by submitting a pre-development project plan and a presentation to their peers. The project plan required an executive summary, need and demand assessment, capital and pro-forma operating budget, and conclusion.

Assessment Criteria:

  • Executive summary explained the project background, team, and regional, demographic, and social characteristics.
  • Capital Costs detailed land, building, and funding estimates, with total development cost calculations based on information provided and group research.
  • Pro-forma Operating Budget included revenue projections and estimated annual expenses with a calculated net operating income based on information provided and group research.
  • Conclusion provided an assessment of the feasibility of the proposed project and any further detail that would be required of a funding agency.
